
PEC and SPID are two terms that recur more and more often in everyday life, and they are of fundamental importance for Italian citizens. Unfortunately, as is often the case, these services are underestimated by most and classified among the tedious bureaucratic practices of our country, but in fact it is quite the opposite. Let’s get some clarity.
Certified Electronic Mail
PEC stands for Certified Electronic Mail, and it is not an ordinary email, since missives sent and received via PEC have the same legal value as a registered letter with return receipt, which is established by the legislation (Presidential Decree February 11, 2005 No. 68, DM November 2, 2005). The main feature of the service is that thanks to a system of protocols, users have the certainty of sending the electronic mail message, its delivery or non-delivery. The service provider is of paramount importance in these procedures, since it issues the sender with a delivery receipt that constitutes legal proof of the sending of the message and the attachments included in the email. Of course, the PEC must be secure since it must ensure that no changes have been made to the message and, if any, its attachments. Then consider that in addition to streamlining postal practices by eliminating costly registered mail, PEC is also important for managing electronic invoicing. In fact, it is possible to use PEC by sending the document as an attachment to the address prepared by the Internal Revenue Service.
Choosing the provider
It follows that choosing a provider for certified mail should be done with care. There are solutions that for a few euros guarantee an annual mailbox, but in business and professional settings the options to be evaluated are others. The provider must guarantee maximum security and H24 support, so that any problem can be solved responsively. Unfortunately, more and more often these are not only technical problems but real security attacks. In fact, for the past few months Italy has been under the crosshairs of phishing attacks via PEC, programmed to hit the certified e-mail boxes of professionals, public administrations and companies. The most frequent scam, however, is the cloning scam, which, by exploiting compromised PEC emails, invites potential victims to send electronic invoices to a new address in the Agenzia delle Entrare’s Interchange System in order to steal the personal data contained in the invoice.
